
THE 38th Board of Directors, in 2002, established the Steven Garfinkel Scholarship to assist security professionals with their continuing education in the security field. Up to two scholarships are awarded each year, and payments are made directly to the learning institution. This scholarship is open to both NCMS members and non-members.
NCMS awards two scholarships each year in honor and memory of the late Steven Garfinkel, former Director of the Information Security Oversight Office (ISOO).
The NCMS Board of Directors established the Steven Garfinkel Scholarship to assist security professionals with their continuing education in the industrial security field.
The scholarship requires the applicant be a full-time undergraduate student or currently employed in a security-related position in a commercial company, the US government, or the US military. In addition, applicants must be currently enrolled in an accredited college or university. The scholarship is open to both members and non-members and the deadline for submissions is May 15th each year.
History
Steven Garfinkel was Director of the Information Security Oversight Office (ISOO). Mr. Garfinkel and his team provided support and training for NCMS members and security community to include many NCMS National Seminars.
Steven Garfinkel worked over 30 years in government service to include: Director of ISOO, leader and drafter of the foundations in the National Security Program, winner of the Lifetime Achievement Award (Steven crafted a system that led to the declassification of over 800 million pages), Chief Counsel of the General Services Administration, Chief Counsel for Information and Privacy, and Chief Council for Civil Rights. Mr. Garfinkel was also appointed Chair of the Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group (IWG). M.r Garfinkel also earned 19 commendations from Presidents Bill Clinton, G.H.W. Bush, Jimmy Carter, and Gerald Ford.
In 1990, the National Classification Management Society made Steven Garfinkel an “Honorary Member,” and in 1999, presented him with the NCMS “President’s Award.”
